Given its contribution to GDP, investment and employment, the electricity sector carries significant weight in the Spanish economy. It also has a multiplier effect on other sectors of the economy and is a key resource for many business activities and sectors, which are in turn generators of wealth. Over the last decade, this sector – one with well-established operational structures – has undergone a true revolution. There has been a shift from vertically integrated monopolistic systems to new paradigms, novel aspects of which include international electricity markets, development and integration of renewable energies, smart grids, active demand management and distributed generation, among others.

In this dynamic context, the ongoing need for doctoral graduates with specialised training in electrical systems and the ability to drive innovation and technology transfer is beyond question.

Graduates of the doctoral programme in Electric Energy Systems will play a key role in RDI at public and private centres and in companies. The productive fabric and universities need researchers who are equipped to advance knowledge and development of new techniques that add value to wealth-generating products and services. There is also a need for researchers who can take on board and put into practice the latest advances in engineering made in other regions and countries. That's why the research areas offered by the doctoral programme are leaders at the international level.

To meet all these needs, the interuniversity doctoral programme brings together the efforts, experience and resources of departments and top research groups at the four participating universities and has concluded collaboration agreements with leading companies in the sector.

General information

Access profile

The following programmes develop the skills and knowledge needed to undertake studies in the doctoral programme, and graduates of these courses are not required to complete any bridging courses:

Master’s degree in Electrical Energy Systems (taught at US)
Master’s degree in Integration of Renewable Energy Sources into the Electricity Grid (taught at UPV/EHU)
Master’s degree in Industrial Engineering, offered from 2015-2016 (UMA)
Master's degree in Energy Engineering (taught at the UPC)
Master's degree in Automatic Systems Engineering and Industrial Electronics (taught at the UPC)

As for languages, applicants should have a high level of proficiency in Spanish (at least technical Spanish) and another language (preferably English). The academic committee will also take into account any language policies defined by the participating universities.

In the case of applicants who do not have the recommended background but meet the requirements specified in Articles 6 and 7 of Royal Decree 99/2011, the academic committee will consider applications on a case-by-case basis and classify them into one of the following three categories:

Closely related background: Applicants whose academic background and/or professional experience indicates that they have skills and knowledge comparable to those of applicants with the recommended background are classified in this category. Applicants included in this category will not need to complete bridging courses if admitted.

Related background: To be admitted to the doctoral programme, applicants in this category will need to take bridging courses to acquire skills and knowledge comparable to those of students with the recommended background.

Unrelated background: Applicants in this category may not be admitted to the doctoral programme because their background is not a good match with the research areas covered by the programme.

Output profile

Doctoral candidates who complete a doctoral degree will have acquired the following competencies, which are needed to carry out quality research (Royal Decree 99/2011, of 28 January, which regulates official doctoral studies):

a) A systematic understanding of the field of study and a mastery of the research skills and methods related to the field.
b) An ability to conceive, design or create, put into practice and adopt a substantial process of research or creation.
c) An ability to contribute to pushing back the frontiers of knowledge through original research.
d) A capacity for critical analysis and an ability to assess and summarise new and complex ideas.
e) An ability to communicate with the academic and scientific community and with society in general as regards their fields of knowledge in the manner and languages that are typical of the international scientific community to which they belong.
f) An ability to foster scientific, technological, social, artistic and cultural progress in academic and professional contexts within a knowledge-based society.

The award of a doctoral degree must equip the graduate for work in a variety of settings, especially those requiring creativity and innovation. Doctoral graduates must have at least acquired the personal skills needed to:

a) Develop in contexts in which there is little specific information.
b) Find the key questions that must be answered to solve a complex problem.
c) Design, create, develop and undertake original, innovative projects in their field.
d) Work as part of a team and independently in an international or multidisciplinary context.
e) Integrate knowledge, deal with complexity and make judgements with limited information.
f) Offer criticism on and intellectually defend solutions.

Other competencies:

The seven generic competencies defined in Royal Decree 1027/2011, of 15 July, which establishes the Spanish Qualifications Framework for Higher Education (MECES). The following competencies associated with the knowledge area of the doctoral programme are also considered:
E01: Students should acquire the ability to manage technical and financial aspects of RDI projects involving a large element of electrical research.

Duration of studies and dedication regime

Duration
The maximum period of study for full-time doctoral studies is four years, counted from the date of first enrolment in the relevant programme until the date on which the doctoral thesis is deposited. The academic committee of the doctoral programme may authorise a doctoral candidate to pursue doctoral studies on a part-time basis. In this case, the maximum period of study is seven years from the date of first enrolment in the programme until the date on which the doctoral thesis is deposited. To calculate these periods, the date of deposit is considered to be the date on which the thesis is made publicly available for review.

If a doctoral candidate has a degree of disability equal to or greater than 33%, the maximum period of study is six years for full-time students and nine years for part-time students.

For full-time doctoral candidates, the minimum period of study is two years, counted from the date of an applicant's admission to the programme until the date on which the doctoral thesis is deposited; for part-time doctoral candidates it is four years.

When there are justified grounds for doing so, and the thesis supervisor and academic tutor have given their authorisation, doctoral candidates may request that the academic committee of their doctoral programme exempt them from the requirement to complete this minimum period of study.

Temporary disability leave and leave for the birth of a child, adoption or fostering for the purposes of adoption, temporary foster care, risk during pregnancy or infant feeding, gender violence and any other situation provided for in current regulations do not count towards these periods. Students who find themselves in any of these circumstances must notify the academic committee of the doctoral programme, which must inform the Doctoral School.

Doctoral candidates may request periods of temporary withdrawal from the programme for up to a total of two years. Requests must be justified and addressed to the academic committee responsible for the programme, which will decide whether or not to grant the candidate's request.

Extension of studies
If a doctoral candidate has not applied to deposit their thesis before the expiry of the deadlines specified in the previous section, the academic committee of the doctoral programme may, at the request of the doctoral candidate, authorise an extension of this deadline of one year under the conditions specified for the doctoral programme in question.

Dismissal from the doctoral programme
A doctoral candidate may be dismissed from a doctoral programme for the following reasons:

  • The doctoral candidate submitting a justified application to withdraw from the programme.
  • The doctoral candidate not having completed their annual enrolment or applied for a temporary interruption.
  • The doctoral candidate not having formalised annual enrolment on the day after the end of the authorisation to temporarily interrupt or withdraw from the programme.
  • The doctoral candidate receiving a negative reassessment after the deadline set by the academic committee of the doctoral programme to remedy the deficiencies that led to a previous negative assessment.
  • The doctoral candidate having been the subject of disciplinary proceedings leading to their suspension or permanent exclusion from the UPC.
  • A refusal to authorise the extensions applied for, in accordance with the provisions of Section 3.3 of these regulations.
  • The doctoral candidate not having submitted the research plan in the period established in Section 8.2 of these regulations.
  • The maximum period of study for the doctoral degree having ended, in accordance with the provisions of Section 3.4 of these regulations.

Dismissal from the programme means that the doctoral candidate cannot continue studying at the UPC and that their academic record will be closed. This notwithstanding, they may apply to the academic committee of the programme for readmission, and the committee must reevaluate the candidate in accordance with the criteria established in the regulations.

A doctoral candidate who has been dismissed due to having exceeded the time limit for completing doctoral studies or due to an unsatisfactory assessment may not be Academic Regulations for Doctoral Studies Universitat Politècnica de Catalunya Page 17 of 33 admitted to the same doctoral programme until at least two years have elapsed from the date of dismissal, as provided for in sections 3.4 and 9.2 of these regulations.

Access requirements

As a rule, applicants must hold a Spanish bachelor's degree or equivalent and a Spanish master's degree or equivalent, provided they have completed a minimum of 300 ECTS credits on the two degrees (Royal Decree 43/2015, of 2 February).

Applicants who meet one or more of the following conditions are also eligible for admission:

a) Holders of official Spanish degrees or equivalent Spanish qualifications, provided they have passed 300 ECTS credits in total and they can prove they have reached Level 3 in the Spanish Qualifications Framework for Higher Education.
b) Holders of degrees awarded in foreign education systems in the European Higher Education Area (EHEA), which do not require homologation, who can prove that they have reached Level 7 in the European Qualifications Framework, provided the degree makes the holder eligible for admission to doctoral studies in the country in which it was awarded.
c) Holders of degrees awarded in a country that does not belong to the EHEA, which do not require homologation, on the condition that the University is able to verify that the degree is of a level equivalent to that of official university master's degrees in Spain and that it makes the holder eligible for admission to doctoral studies in the country in which it was awarded.
d) Holders of another doctoral degree.
e) Holders of an official university qualification who, having been awarded a post as a trainee in the entrance examination for specialised medical training, have successfully completed at least two years of training leading to an official degree in a health sciences specialisation.

Note 1: Regulations for access to doctoral studies for individuals with degrees in bachelor's, engineering, or architecture under the system prior to the implementation of the EHEA (CG 47/02 2014).

Legal framework

Admission criteria and merits assessment

As established in the agreement between the participating universities, the same admission requirements will apply at all of the universities involved. The academic committee will consider the entry requirements and admission criteria defined in general terms in Articles 6 and 7 of Royal Decree 99/2011, as well as the additional requirements and criteria defined for the programme (listed below).

The academic committee will be responsible for selecting students for admission from among applicants who meet the entry requirements. Selection will be based on assessment of the following points:

• The applicant’s entrance qualification (5%)

• The applicant’s academic record for the entrance qualification (35%)

• The degree of fit between the applicant’s background and the research areas of the programme (professional experience, publications, participation in conferences, etc.) (35%)

• Knowledge of languages (20%)

• Other merits (5%)

As part of the assessment process, the academic committee may conduct personal interviews when it considers this step necessary to properly assess an applicant. The selection process will take into account the number of places offered at each university.

The academic committee may, for justified reasons, leave places vacant or establish a reserve list at each university.

Applicants with special educational needs related to a disability should contact the programme coordinator. The UPC has a commitment to the community and to society (and in line with current legislation) to ensure that members of the university community do not face discrimination. Accordingly, the University supports and promotes actions aimed at ensuring equal opportunities for people with disabilities.

Training complements

As provided in Article 7 of Royal Decree 99/2011, the academic committee for the doctoral programme may admit students on the condition that they complete specific bridging courses.

The bridging courses required (one or more subjects) will be determined based on each applicant's background and must be completed within the time limit set by the academic committee. In any case, doctoral students must have completed and passed these subjects before they submit their doctoral thesis.

Bridging courses will be subjects offered by the universities participating in the doctoral programme on master’s courses that qualify applicants for direct admission to the doctoral programme in Electric Energy Systems (i.e. without the requirement to complete additional training).

Monitoring and evaluation of the doctoral student

Procedure for the preparation and defense of the research plan

Doctoral candidates must submit a research plan, which will be included in their doctoral student activity report, before the end of the first year. The plan may be improved over the course of the doctoral degree. It must be endorsed by the tutor and the supervisor, and it must include the method that is to be followed and the aims of the research.

At least one of these annual assessments will include a public presentation and defence of the research plan and work done before a committee composed of three doctoral degree holders, which will be conducted in the manner determined by each academic committee. The examination committee awards a Pass or Fail mark. A Pass mark is a prerequisite for continuing on the doctoral programme. Doctoral candidates awarded a Fail mark must submit a new research plan for assessment by the academic committee of the doctoral programme within six months.

The committee assesses the research plan every year, in addition to all of the other activities in the doctoral student activity report. Doctoral candidates who are awarded two consecutive Fail marks for the research plan will be obliged to definitely withdraw from the programme.

If they change the subject of their thesis, they must submit a new research plan.

Procedure for assignment of tutor and thesis director

The academic committee of the doctoral programme assigns a thesis supervisor to each doctoral candidate when they are admitted or enrol for the first time, taking account of the thesis supervision commitment referred to in the admission decision.

The thesis supervisor will ensure that training activities carried out by the doctoral candidate are coherent and suitable, and that the topic of the candidate’s doctoral thesis will have an impact and make a novel contribution to knowledge in the relevant field. The thesis supervisor will also guide the doctoral candidate in planning the thesis and, if necessary, tailoring it to any other projects or activities undertaken. The thesis supervisor will generally be a UPC professor or researcher who holds a doctoral degree and has documented research experience. This includes PhD-holding staff at associated schools (as determined by the Governing Council) and UPC-affiliated research institutes (in accordance with corresponding collaboration and affiliation agreements). When thesis supervisors are UPC staff members, they also act as the doctoral candidate’s tutor.

PhD holders who do not meet these criteria (as a result of their contractual relationship or the nature of the institution to which they are attached) must be approved by the UPC Doctoral School's Standing Committee in order to participate in a doctoral programme as researchers with documented research experience.

The academic committee of the doctoral programme may approve the appointment of a PhD-holding expert who is not a UPC staff member as a candidate’s thesis supervisor. In such cases, the prior authorisation of the UPC Doctoral School's Standing Committee is required. A UPC staff member who holds a doctoral degree and has documented research experience must also be proposed to act as a co-supervisor, or as the doctoral candidate’s tutor if one has not been assigned.

A thesis supervisor may step down from this role if there are justified reasons (recognised as valid by the committee) for doing so. If this occurs, the academic committee of the doctoral programme will assign the doctoral candidate a new thesis supervisor.

Provided there are justified reasons for doing so, and after hearing any relevant input from the doctoral candidate, the academic committee of the doctoral programme may assign a new thesis supervisor at any time during the period of doctoral study.

If there are academic reasons for doing so (an interdisciplinary topic, joint or international programmes, etc.) and the academic committee of the programme gives its approval, an additional thesis supervisor may be assigned. Supervisors and co-supervisors have the same responsibilities and academic recognition.

The maximum number of supervisors of a doctoral thesis is two: a supervisor and a co-supervisor.

For theses carried out under a cotutelle agreement or as part of an Industrial Doctorate, if necessary and if the agreement foresees it this maximum number of supervisors may not apply. This notwithstanding, the maximum number of supervisors belonging to the UPC is two.

Learning resources

The training provided on the programme is a perfect fit with the collaborative and interactive environment made possible by the internet. The interuniversity doctoral programme in Electric Energy Systems offers students technical resources and support via a website created by the Endesa Chair of the University of Seville in 2008.

The most valuable feature of the site is the Aula de la Luz, an audiovisual repository of all the seminars, courses and technical symposia organised by the Chair since it was established, as well as doctoral theses and other documents of technical interest, such as electronic books. Doctoral students of the participating universities can access this material online – from anywhere in the world, at any time – and benefit from the same learning experience as participants who attended the live event. This is especially helpful for students pursuing doctoral studies while working and those from Latin American countries who must spend extended periods in their country of origin while studying for their degree. In recent academic years, free systems such as Skype have been used successfully to allow professors from abroad to deliver seminars, resulting in cost and time savings for the professors involved.

University of Seville. Department of Electrical Engineering:

For the teaching of theory classes, the Department of Electrical Engineering has a classroom assigned by the school. This classroom is equipped with a projector and a computer to facilitate use of audiovisual media. For practical classes, the Department has its own laboratories, which are also equipped with audiovisual tools and the latest technological resources for research and teaching on a professional and scientific doctoral course. Equipment available to doctoral students includes:
• High Voltage Laboratory equipped with a Faraday cage
• Medium voltage model for testing equipment under real service conditions
• OPAL-RT and D-SPACE platforms with various power converters and variable speed drives for control of equipment up to 20 kVA
• Three-phase programmable voltage source (21 kVA)
• Dynamo brake group for determining the characteristics of 12 kW motors
• Network analysis equipment with voltage-level and amperage translators
• Commercial software for simulation of electrical networks: PSS-E, DIgSILENT, CYMDIST, PSCAD, GAMS, PowerWorld

University of the Basque Country. Department of Electrical Engineering:

The Department of Electrical Engineering, the Faculty of Engineering in Bilbao (ETSI) and the Master and Doctoral School (MDe) ensure that doctoral students have the support and material resources they need to pursue their doctoral studies successfully and effectively. The academic structures responsible for providing students with the resources to pursue their doctoral studies at the UPV/EHU combine the advantages of a developing environment with those that come with experience. The MDe is a recently created school; the Department of Electrical Engineering has been providing doctoral training since it was established nearly 30 years ago; and the ETSI has made a key contribution to the advancement of technology companies in its environment by producing doctoral graduates since it was founded 114 years ago.

For the delivery of additional training and other educational activities (seminars, etc.), the Department of Electrical Engineering has a 24-seat postgraduate classroom (equipped with a board, computer, projector, overhead projector, opaque projector, fixed and mobile screens, video player, etc.) and a 24-seat computer room with similar equipment. Other work spaces include a meeting room with a central table for group meetings and a study room/library with individual desks and a board.

The teaching and research laboratories of the Department of Electrical Engineering are also used for doctoral programme activities. The following equipment is particularly relevant to the areas covered by the doctoral programme in Electric Energy Systems:
• Specific simulation packages for conducting studies related to electric energy systems (PSS/E, PSCAD, MATLAB/SimPowerSystems, DIgSILENT PowerFactory and ATP)
• EuroSMC Mentor 12 relay test set with 12 channels (6 reversible V/I and 6 I)
• OPAL-RT real-time digital simulator (RTDS) configured on a rack test bench with a dual 12-channel F6150 amplifier (6 V and 6 I) and a configurable DC source for testing hardware-in-the-loop protection relays
• Protection devices: Team-Arteche PL50-AT, ZLV (ZIV), General Electric T60 and F650, and electromechanical protection relays
• Cogeneration plant with PEM HP600 fuel cell (Cotek 700 W inverter included), two Nexa Ballard 1.2 kW fuel cells (1500 W pure sine inverter included), three Phoenix 3 KVA inverters, three Quattro 3 kVA inverters, two Siemens MM420 1.5 kW frequency inverters, a Siemens MM440 1.1 kW frequency inverter, one 300 VA NMH2 500 electrolyser to generate hydrogen, two H2 Praxair 50L 200 bar cylinders, two EL 1500 electronic DC loads, EWG 1 wind power plant (1 kW 3-phase multifunction machine, test bench and 1 kVA double-powered generator included), 1 kW Airtek-200 aerodynamic testing equipment, solar thermal plant, photovoltaic plant (three 30 VA simulators + one real module), a Control Techniques 0.84 kW permanent magnet motor, one 1 kVA doubly-fed generator, one 1 kVA synchronous three-phase motor, 1 kVA universal motor, Fluke 435 network analyser, various measurement equipment, etc.

University of Malaga:
The UMA currently offers the following resources:

• All classrooms used for theory sessions are equipped with boards, overhead projectors, projectors, computers and network access. Classrooms are well suited to the needs of the groups of students they must accommodate and the teaching methodologies used (participatory classes, teamwork, etc.). Students enrolled in the programme can use unoccupied classrooms, various workrooms in the library, two project rooms, and eight computer rooms with networked computers (configured for individual use) that students can use for study or to work on individual or group projects when classes are not in session. (These spaces are shared with students from other programmes.) The building also has a connection to the UPC’s wireless network. On the intranet, users are informed of the information system resources available to them and provided with information on the use of computer rooms during teaching hours and at other times. Needs related to classrooms and computer equipment for teaching are managed by the person responsible for computer room schedules in coordination with the assistant director of the school concerned. Discretionary use by students is handled by the technical staff responsible for classrooms, based on the availability of these resources. Classrooms and experimental spaces for use by students meet general safety and accessibility standards.
